China's 2025 Economic Report: Key Data for Foreign Founders
A practical reading of China's 2025 national economic and social development statistics for foreign founders, covering growth, industry, prices, labor, urbanization and green transition.
What China's 2025 Statistical Communiqué Means for Foreign Founders
China's National Bureau of Statistics released the 2025 National Economic and Social Development Statistical Communiqué, the official annual snapshot of the economy. For foreign founders registering or operating a company in China, the report offers a factual baseline for market entry, sector selection and operating assumptions. Below are the data points most relevant to business planning, drawn only from the official release.
Headline Growth and Output
Preliminary accounting put full-year GDP at 1,401,879 hundred million yuan, up 5.0% year on year. Value added was 93,347 hundred million yuan in the primary sector (+3.9%), 499,653 hundred million yuan in the secondary sector (+4.5%) and 808,879 hundred million yuan in the tertiary sector (+5.4%). The service sector accounted for 57.7% of GDP, industry for 35.6% and agriculture for 6.7%.
Quarterly growth was 5.4%, 5.2%, 4.8% and 4.5% across the four quarters. GDP per capita reached 99,665 yuan, up 5.1%, and gross national income was 1,393,700 hundred million yuan, also up 5.1%. Labor productivity rose 6.1% to 184,413 yuan per person.
Why it matters: a services-heavy economy with steady per-capita income growth supports consumer, B2B services and technology-enabled business models. Founders should note the moderating quarterly trend when setting revenue forecasts.
Demand Composition
Final consumption expenditure contributed 2.6 percentage points to GDP growth, gross capital formation 0.8 points and net exports of goods and services 1.6 points. Consumption remained the largest single driver, while net exports made a larger contribution than capital formation.
Population and Labor
Year-end population was 1,404.89 million, down 3.39 million from a year earlier, with 953.80 million urban residents. Births totaled 7.92 million (birth rate 5.63 per thousand) and deaths 11.31 million (death rate 8.04 per thousand), giving a natural growth rate of -2.41 per thousand.
Employed persons totaled 725.04 million, of whom 475.35 million, or 65.6%, were urban. Urban employment rose by 12.67 million, 110,000 more than the prior year. The average surveyed urban unemployment rate was 5.2%, and the year-end rate was 5.1%. Migrant workers numbered 301.15 million, up 0.5%.
Why it matters: the labor pool remains large but is shifting urban, and demographic decline is a long-term planning factor for payroll, pensions and consumer demand.
Prices and the Currency
Consumer prices were flat year on year. Producer prices for industrial products fell 2.6%, purchaser prices fell 3.0% and agricultural producer prices fell 3.7%. In December, among 70 large and medium cities, new home prices rose month on month in 6, were flat in 6 and fell in 58; second-hand home prices fell in all 70. Year on year, new home prices rose in 5 cities and fell in 65; second-hand prices fell in all 70.
Year-end foreign exchange reserves were 335.79 billion US dollars, up 15.55 billion. The average yuan exchange rate was 7.1429 per US dollar, a 0.3% depreciation.
Why it matters: flat consumer prices and falling producer prices affect pricing power and margin planning, while the exchange rate matters for cross-border capital and import costs.
New Quality Productive Forces
Equipment manufacturing value added rose 9.2% and made up 36.8% of above-scale industrial value added; profits in the segment rose 7.7%. High-tech manufacturing value added grew 9.4% and accounted for 17.1%, with profits up 13.3%. Digital product manufacturing value added grew 9.3% and accounted for 12.5%.
Output of service robots reached 18.581 million sets (+16.1%), mobile communication base station equipment 5.364 million RF modules (+13.5%) and servers 5.970 million units (+12.6%). Among above-scale service firms, strategic emerging services revenue rose 9.3% and high-tech services revenue 7.9%. E-commerce transactions totaled 467,339 hundred million yuan (+2.5%) and online retail sales 159,722 hundred million yuan (+8.6%). Equipment and tool purchases within fixed asset investment rose 11.8%. A total of 25.74 million new business entities were established, averaging 26,000 new enterprises per day.
Why it matters: these are the fastest-growing industrial segments and the clearest signals for foreign founders choosing a sector, supplier base or partnership target.
Urbanization and Regional Economies
The urbanization rate reached 67.89%, up 0.89 percentage points. Regional GDP grew 5.0% in the east (730,876 hundred million yuan), 5.2% in the center (299,108), 5.1% in the west (298,750) and 4.1% in the northeast (65,035). The Beijing-Tianjin-Hebei region reached 119,918 hundred million yuan (+5.4%), the Yangtze Economic Belt 658,336 (+5.2%) and the Yangtze River Delta 346,595 (+5.4%). The Hainan Free Trade Port began full island customs closure operation.
Why it matters: registration location and regional incentives differ; the Hainan customs closure is a specific operational development worth examining for trade-exposed businesses.
Green Transition
Carbon dioxide emissions per 10,000 yuan of GDP fell 5.0%. Clean energy generation from hydro, nuclear, wind and solar reached 4,248.1 billion kWh, up 14.4%. New energy vehicle output was 16.524 million units (+25.1%), with 43.97 million NEVs in use at year end, up 12.57 million. Among 339 monitored cities at prefecture level and above, 72.6% met air quality standards. Of 3,641 national surface water assessment sections, 91.4% were rated Grade I-III.
Industry, Agriculture and Corporate Profits
Total industrial value added was 416,826 hundred million yuan (+5.8%), with above-scale industry up 5.9%. By ownership, state-controlled enterprises grew 4.6%, joint-stock enterprises 6.3%, foreign and Hong Kong, Macao and Taiwan-invested enterprises 3.9%, and private enterprises 5.3%. By category, mining grew 5.6%, manufacturing 6.4% and utilities 2.3%.
Within manufacturing, auto grew 11.5%, computers, communications and other electronics 10.6%, electrical machinery 9.2%, general equipment 8.0% and chemicals 7.8%. Above-scale industrial profits totaled 73,982 hundred million yuan (+0.6%); foreign and Hong Kong, Macao and Taiwan-invested enterprises recorded profits of 17,447 hundred million yuan, up 4.0%.
Grain output reached 714.88 million tons (+1.2%), with corn at 301.24 million tons (+2.1%) and rice at 209.04 million tons (+0.7%). Cotton output was 6.64 million tons (+7.7%) and oil-bearing crops 40.96 million tons (+2.9%). Meat output was 100.72 million tons (+4.2%), including pork at 59.38 million tons (+4.1%) and poultry at 28.37 million tons (+6.7%). Aquatic products totaled 76.57 million tons (+4.1%).
Practical Takeaways
- Pick growth-aligned sectors: equipment, high-tech and digital manufacturing outpaced overall industry.
- Plan for price sensitivity: flat consumer prices and producer price declines shape margin assumptions.
- Watch labor structure: a large but urbanizing workforce with a 5.1% year-end surveyed unemployment rate.
- Consider regional positioning: eastern, central, western and major city-cluster economies all grew, with the Hainan Free Trade Port entering a new customs regime.
- Note foreign-invested profit growth: foreign and Hong Kong, Macao and Taiwan-invested industrial enterprises posted 4.0% profit growth.
